Now that I have reached my target for this year, is there any point in cycling before the 31st as it won't count for 2014? Also, the 28th is the only free time I have left to cycle. Big problem as what to do.

You make it sound as if cycling is a chore for you, if you are not enjoying it then it will not be benefitting you to the same extent. Targets can be an incentive to get out on the bike, but can have a down side if you become a slave to them.
I'm assuming your cycling is mainly for leisure and recreation rather than essential transport.

I've not cycled for way to long apart from commute on my shitty knackered hybrid. Being bike less hadn't helped but I'm 90% complete on my new bike just missing 2 round things with rubber on. Missed it massively even just for the social side of it. Cannot wait to get back out and get  again.
