Key part of that statement is
and who show consideration to other pavement users.

I have not heard of a Police Officer who arrested a cyclist for cycling on the pavement IF they complied with this statement

Clearly some council areas have appointed private companies to enforce pedestrianised areas - and they are sometime "overzealous"

but I have not heard of actual Police arresting/fining people riding and presenting no actual danger to other people

Does this happen??

So I hop onto the pavement. It's not a cycle path, it's a footway.
It's not a cycle path yet: look out for the shared path signs appearing, once the council realizes "oh, we could up our cycle infrastructure tally with this one!"
It may not have been put there as a substitute road, but that's how I choose to use it.
Good on you, I would do the same.
Next you'll be admitting to turning left on a red traffic light at 3am in the middle of nowhere without a vehicle or pedestrian for miles around.
Doesn't every cyclist do this?
Pavements are for people.
Visit me with your bike: plenty of pavements here that suddenly became shared paths, so a clever local authority employee that never cycled in his life could proudly say: "we, as promised, now have a cycle route all the way to wherever".

I seem to remember an"incident" a while ago when a woman was cycling down a "pavement"/"Shared Path" (see later)

and a woman approaching from the other direction took offence to her being there and pushed her off the path and in front of a car

There were all sorts fo complications - including the mental state of the woman walking

but when the case was taken fully - then the criticisms of the cyclist from riding on teh pavement had to be scrapped
because no-one could show and evidence as to whether the path was a "shared path" or a straight "pavement"

The signage was just no there to show when a cycle path ended
which is often the case round here
