Disk brake Judder/squeal at low speed

My Trek 6000 with Shimano446 brakes are squealing like crap when really slow and especially when stopping.
They are fine at high speed and whine as I get slower to eventually sound like a bloody train coming to a stop!
I have tried all the usual tighten everything, light sand the pads, check for the disk out of true/buckle - all fine.

Any other suggestions guys?

have you scored the disks both sides with some emery paper to take the polished surface off them, where the brake pads touch?
