Postage has been paid by the people who sent you that envelope.
If it is really important you can still put a stamp on it
a first class stamp will also mean it gets there faster
or it is supposed to anyway
I posted an anniversary card to my son and DiL last week. They live 60 miles away.
It didn't arrive!!

Pre paid envelopes iirc used to actually state "no stamp needed".
It's an important (to me) form so don't want to post it only to find out later that it did need a stamp.
