It's worst when people are doing less than the speed limit, in ideal weather/road conditions..

Urgh, 30-40mph on a 50/60mph...great!

Yep, "monospeed drivers" as I call them, 40mph everywhere, be it a wide 60mph A-road or a B-road through a residential area.

Isn't that just the classic of people that don't ever look at the speedometer and just drive to the same speed by "feel". You get people that drive at 35-40mph in a 30 zone and when they get into a 60 or 70 they drive at more or less the same speed (perhaps 4 or 5mph faster).
