And in response to the “Appropriate person question, it seems it's the following:
66 “Appropriate person”
In this Chapter, “appropriate person” means—

(a)the Secretary of State, in relation to England;

(b)the National Assembly for Wales, in relation to Wales.

Any idea how you'd issue a Section 59 notice?
61Power to require name and address
(1)If an authorised officer of a primary or secondary authority proposes to give a person a notice under section 59, the officer may require the person to give him his name and address.

(2)A person commits an offence if—

(a)he fails to give his name and address when required to do so under subsection (1), or

(b)he gives a false or inaccurate name or address in response to a requirement under that subsection.

(3)A person guilty of an offence under subsection (2) is liable on summary conviction to a fine not exceeding level 3 on the standard scale.

(4)In this section “authorised officer” has the same meaning as in section 59.

Theres one flaw with the regs around designated appropriate persons...

"Oi, you didn't pick up that dog turd. I demand you give me your name and address so you can be prosecuted."

"No thank you."

Followed by a deafening silence as our accredited hero ponders his next move.

This is why so few even get ticketed, never mind actually put in front of a Magistrate.

The Section 59 being issued would mean it never got as far as a magistrate though.

After just having cleaned up SOMEONE ELSE'S dog sh!t AGAIN!:cursing:,I'd recommend trying to find out where they live then smearing sh!t all over their door handles and windows, but be very careful. The law doesn't give a toss about them letting their dog dump all over but it does about "criminal damage" which they'd class the revenge attack as.
 
Depends on your local bylaws. Some councils class fouling in any public area including roads as an offence.

Assuming the "paint" is the same, it breaks down what's been dumped quicker with the pink being an extra to highlight it.

To be fair, the cost of the bucket would be worth it for the look on her face.
 
Contact your local council and speak to the clean neighbourhood team. Give a description of the person (male/female, rough age) a description of the dog and the place and time the dog is walked. They should be able to unobtrusively observe the area at the appropriate time. If they witness the owner not picking up they will issue a fixed penalty. If the penalty isn't paid then it goes to court.
