That is in Swindon town centre, in fact behind the first house I lived on when I moved to Swindon.
The local council have been going crazy recently erasing double yellow lines and adding more residents parking bays in in appropriate places.

It's a bit silly, but if you want to be pedantic about it then it's not only cars that have to obey double yellow lines!
