More wheels than sense
This is all very confusing for me. Lots of people I've spoken to have said if it's legal, it would be cheaper (less risk etc). But I think if it was only made legal to use/possess the stuff in small quantities, wouldn't the supply chain still be the same i.e. same risk of importing it into the country = same price? I doubt very much if there'll ever be a day when you can buy it from a licensed vendor? And if so, wouldn't demand outstrip supply, so prices would still remain the same?

Making possession legal would free up resources for the police and judiciary which would probably be better than the status quo but full legalisation along the Colorado model would be needed to remodel the trade along legal lines. Full legalisation in Colorado raised so much income that the state had to issue a state tax rebate to everyone.

It's not fully legal anywhere in the US - it's still against federal law. Fortunately (or unfortunately, depending on your perspeftive) so many people are involved it's not really viable to prosecute them all so the situation continues...for now, so states like Colorado are cashing in.
