Drumming Noise from Rear Wheel

I've recently bought a new (second hand) bike and noticed a drumming from the rear wheel. On a long ride I had an explosion puncture and realised the noise must have been the rear tyre not seated right.

I replaced the tube but when I ride I still get the drumming sound. Is this likely to be a tyre that doesn't seat well or could it be the wheel? My next step was going to be trying new tyres. Any better ideas?

before you rush out and buy new tyres, to eliminate the rear tyre, swap it with the front , if there is no noise from the rear but noise from the front then you know the tyres fecked.
