I hadn't considered the possibility of a voltage regulator being incorporated in the light unit (thanks tincaman for pointing that out).

I have been using the light almost daily for several weeks now, and it's working out really well. I may get a couple of decent batteries from an honest Ebay source next time I feel rich though.

I may be wrong (often am) but I don't think there is a voltage regulator on an LED lamp but instead they are switched on and off (strobed) very rapidly so that they appear to be constant.
As for L-ion batteries they should have a very hi-tech monitoring system that should shut them down when power levels are too low (to save the battery) and stop charging them when full but they can't deal with an 'overvoltage' and have been known to go bang.
 
The driver for the light is in the light head, its a small circuit board, you put volts in, usually higher than the Vf (forward voltage) of the Led, you get regulated voltage and current out depending on the switch setting, voltage will remain constant for as long as possible, with the brightness determined by the current that the driver puts into the Led.
If there is a circuit board in the battery pack then that is providing voltage/current protection

I have various led torches from eBay or Amazon (zoom able Cree t6 type thingies and so on) I've noticed when walking or getting the dog in and it's raining, the not-full-brightness settings are very fast strobes because the rain drops are inch long streaks, whereas on full brightness they're streaks across the full diameter of the beam.
