Aye but look at how long those older levers were and not curved back like later ones are, note that still the bottom of the lever is level with the bottom of the drop.

The brake levers are positioned correctly for their period; it's just that most single-pivot calipers need the hands on the drops to provide enough force for adequate braking. If you want to be able to brake from the hoods effectively, you can substitute dual-pivot calipers for their additional leverage. They are a bit of Eroica rule-bending I suppose, but no worse than clipless pedals, IMO.
