With it being the day before the Princess Stage (I just made the term up, it's the not quite as hard as the Queen stage stage) I thought I'd play around with some Velogames stats.
The top team if money were no object
This is the best team you could build if you didn't need to stay in the 100pt budget, but still needed to have riders in the correct classifications (2 all rounders, 2 climbers, 1 sprinter, 3 unclassified and 1 wildcard):

The top team if correct classifications weren't required
This is the best team you could build if you could just pick the top 9 performing riders, and didn't need to worry about rider classification requirements. It's missing a climber and has one too many unclassified riders. Note - though these are literally just the top nine riders in Velogames this team is actually under the 100pt budget!

That's a loss of 193 pts for the first (illegally expensive) team and 225 pts for the second (illegally few climbers and too many unclassified riders). I can't see how this could be bettered

After today's Princess Stage (see above...) we see a bit of a shakeup
Despite Gall's efforts, being best climber in Velogames by some distance doesn't make up for the fact that he costs 16 pts (yet!).There's simply no way to include that without losing the value to be found elsewhere. Only Vingegaard and Pellizari cost more than him, and only the long-since-departed Yates costs the same.
Our two all-rounders are unchanged. Our three + wildcard unclassified riders also unchanged (Scaroni's abandon will eventually see him drop out here though).
Ciccone has been overtaken by Hindley (just) for our top climber, and Mathys Rondel replaced by the hard working Davide Piganzoli

And yes, I have just found out that you can copy the table from Velogames.
The illegal (108pts cost) team with Gall in it - the top nine riders - would be worth 7,500 points
