Ringing the council may get a faster result, or it may get no result at all and you will have no receipt of acknowledgement of the fault report.
Using the Fillthathole website leaves a record for all to see.

I've used it several times in different areas under different councils and always got a result, often within a few days. Sometimes notifying the council direct works but sometimes messages get lost in the system.

I use both Fill that hole and also Fix my street to report problems. I think it does work and the one time they didn't fix a hole I found out it was on private land - though eventually it was filled so whether they asked the landowner to fix it I'm not sure. The advantage over phoning the council is that others can see what has been reported and if there is an accident at that spot caused by the problem then the council will be unable to claim they didn't know about the problem.

Reported one using that site and it was fixed within a few days. It has subsequently reappeared after 2 months, so I've just gone back to the original report and re-reported without having to complete the details again.
There's quite a few appeared on my commute after the recent wet weather, so I'll be putting a few more on in the next few days.
 
I've used it before and holes do get filled. They're meant to do it within 30 days of becoming aware of it and after that they are liable for damage/injury. Make sure that you mention it is "extremely dangerous for cyclists" and usually gets looked at pretty quickly.

More useful for individual holes that meet their arbitrary dimensions than large stretches of poor quality road though.

The quality of the repair will probably be pretty poor. I've had to report holes again which have reappeared only a few weeks or days after the repair.

I used it once because the road I reported had a lot of HGV traffic and the bad potholes were just getting worse. Within the week (not sure when they actually did it) it was filled in and it wasn't a bad job either. They actually did a decent job, rather than just fling it in for it to break again in 3 months.
 
It's variable. Funnily enough, though I used it a lot in 2010, I've not been able to access it for a while, and got back in a couple of days ago. Most reports had been dealt with, but there were some still outstanding. I think Merton Council don't use it at all, since there were some outstanding which they've actually fixed, and others which haven't had anything done at all in the two years they've been presenting a hazard. The Lambeth ones seem to have been dealt with.
