It's worth being a bit persistent with reporting holes.
My experience with North Yorkshire (the highways authority for the bit of York-ish where I live) is that they respond very quickly - sometimes the same day, but usually within a week.
The borough highways surveyor has phoned me several times to ask where exactly the hole is that I've reported (he doesn't understand grid references), or have the contractors fixed the right holes, and so on. We get chatting and he explains that there's only him and a driver to cover an enormous rural district: he can't possibly inspect it all in any meaningful way. So he's actually quite grateful to get hole reports.
York itself is rather different - report a hole anywhere near their boundary and they tend to assume it's Someone Else's Problem. It's not clear whether some bits of road are their responsibility, or Ryedale's, or even the Highways Agency's. But persist, escalate, and eventually you get in contact with someone who can actually make things happen. Write down this person's name and phone number in a safe place.
