As sittingbull said plenty of fluid and you can try muscle, if nothing moves and assuming you can get the expander out of the bottom of the fork steerer tube, insert the expander bolt from the bottom untill it pokes out the top and whack it from the bottom with a suitable long punch, this may damage the taper on the stem but you should be able to file the profile back to match the expander nut.
