I think it's safe to assume that they won't exactly be rushing to use the new law (this is after all the first conviction under a law that's been around for 10 months). It's not intended for anything other than obvious and blatant offenders...indeed, what it's really intended to do is bring about a change in the motorway mindset, so the kinds of people who might be likely to do this sort of thing (and yes, they know who they are) are encouraged not to.
