I suppose there might be some steel in there somewhere, but it feels very much like nylon cord to me (the stuff with braided outer like climbing rope but a lot thinner). I did say it was cheap!
I've just discovered my lift to Dorset isn't available now so I'll be giving it a 63-mile test tomorrow!
I saw very similar looking plastic-clad thin steel cable sold in hardware stores, where they sell cords, ropes and other stuff for hanging pictures and the like. Of course I saw it in Canadian hardware stores - but I'm sure it can be found in the UK as well. The cable's diameter is 2.4 mm according to my calipers. Just take the part that goes on the bars with you to the store and find a cable that fits.
A rear rack will transmit a lot of road shock to the rack pack, more so than something with some spring in it such as a handlebar bag, especially off road. You can take that into account though, when padding out the bag to protect your camera.
If you loose or break the cable then a short length of mtb type brake cable will do the job. Possible even better than the original as you can start as long as you like, get it really tight, do up the grub screws and the cut the cable ends off.
