Fitting dynamo light, problem with headset

I purchased a pricy B&M IQ-X dynamo light some time ago, it fits fine to the road bike with the internal bearing system, but on my Surly Disc Trucker is an external headset, the lower head-tube race sits proud of the forks, as shown above. This is preventing mounting the dynamo light using the supplied bracket.

I'm looking for a low cost solution to mounting the light. Any thoughts? There's a B&M handlebar mount, but that's £16 plus postage. Ideally I would prefer the lower mounting position if possible, but happy to settle for handlebar mount if necessary.

Any ideas on how I can make this work? I can't find much in the way of resources, as dynamo lights aren't common on the English speaking interwebs.

Longer bolt and spacers, even washers.

I had the same problem on my bike but also had to deal with the fact that it has a caliper rim brake. Therefore that bolt had to be high-tensile. In your case the problem is simple, a hardware store bolt will do the trick.
