Fixing a bag to side bar

I have just taken delivery of an Altura Bar Bag for the side bar of my Adventure HD. I am not impressed with the fixing to the bar compared to my old cheap one from Lidl. There is a safety cable which cannot be fixed to anything so far as I can see.
Has anyone got experience of these and how secure are they with no cable.
I have also put this on the Ice Owners site so just spreading it out a bit more.

If it is like Rixen&Kaul / Ortleib, the safety cable is meant to support the weight, relieving the plastic clamp of that duty. The cable loops under the stem to prevent forward rotation. The sidebar has no stem type thing to loop under unless they make such a widget.

Problem solved as there is a screw which goes into the side bar and holds the cable. Forgot about it as mine has been removed but easy to reinstate.
