I have heard people who should know about it saying that the problem is that x comes out of Department A's budget

and y comes out of Department Bs budget

so if Department A comes under pressure to cut its budget then they reduce the amount of the budget for x

The managers of Department A are not responsible for Department B so if its costs ride due to y becomes more problem that is their problem


Which is why senior managers are supposed to keep an eye on things like this

Some people are just morally and ethically bankrupt sadly.

Not to get too political, but.
The unwritten contract between government and society has slowly been eroded, by consecutive governments and an unsupportive media.
This leads to a cohort of society who feel completely isolated and unsupported. (Whether that is true or not is irrelevant, it’s their perception)
And as they perceive that no one care about them, they have no cares for anyone else.
They will do what is cheapest and easiest for them.

The only way back is for people to regain pride in themselves and their environment. And generally division and scapegoating isn’t going to help this.

100%. There's this thing in the UK that boils my piss, of just not thinking things through.

"Our council budgets are stretched so let's charge for commercial waste!" ... then someone in another department "we don't have enough budget for clearing up all the flytipping". Just connect the dots people!

In Leeds while most domestic waste deposits and collections are free, there's a charge for gypsum products like plasterboard. So what happens? It gets broken up and hidden in domestic waste bags or flytipped. Wow who could possibly have foreseen that!

It seems to be structural too, not confined to particular organisations. It's very easy to point at the public sector but large corporates are just as bad if not worse.
"If we lay off 20% of our staff we'll save millions a year" ... "we're spending too much on contractors"
Doesn't matter though, it's appearing on somebody else's balance sheet!

It's becoming clear to me. It's all the fault of accountants!

Our councils even come round and collect aspestos for free. You collect a massive bag from the tip. Fill it with aspestos and email them. They email you back and tell you what day they will collect it.

This is a fantastic idea, but my only guess as to why they don't allow it in the UK is this: Some unscrupulous people would go there to just take stuff, and sell it on, which would possibly be hazardous to the unsuspecting FB marketplace buyer. Especially things like car and motorbike parts. I once tried to tip an old metal motorcycle luggage rack, and was told "you can't bring that here, we don't accept motorcycle parts". It was literally just a lump of partially rusted metal.

There is a recycling centre in the town near me where they part out all of the useable stuff (like bikes) and display it in a shop. My dad bought a childs bike there for £15 which just needed a new chain and a brake cable. But they don't do it anywhere else in the region

I got rid of a whole garage for free about 15 years ago.
That would have weighed well over 200kg and needed 8 separate visits to the tip. How do you book 8 slits 2 weeks in advance when you haven’t actually taken the garage down and don’t know how heavy it will be.
You can see why someone would just not bother.
I know there is a cost to dispose of asbestos, but better to have it managed at the tip, rather than picking it up from a lay by.

So, she owns that bit of hill? Should she not bear some responsibility for its upkeep, because letting things get this far before doing anything about it seems a bit poor.

Maybe she needs to employ a Farmer Palmer type to prevent a reoccurrence...

Very difficult.

People will have come up at night to the layby and just chucked stuff over the cliff.

It then required ropes and specialists to actually clear it.

They were interviewing a barrister who's being threatened by the Environment Agency with legal action for organising working parties of volunteers to remove the fly tipped waste from the River Roding.

When I scrapped my car it had been stood on the drive unused for 9 years, and the brakes were rusted up solid. The scrap man's solution to that was to go around the car braying each wheel in turn with a sledge hammer until they freed. Remind me not to buy any wheel, hub, brake or suspension parts from a breaker's yard.....

I've had asbestos taken for free by the council. They told me to double wrap it in polythene, mark it 'asbestos', and then gave me an appointment to leave it at the front of the house for collection. They even left a certificate confirming I'd disposed of it correctly. It's only allowed for a limited quantity though, about enough for an old asbestos cold water tank IIRC. My garage roof's asbestos, I don't think they'd take that lot.
