So, she owns that bit of hill? Should she not bear some responsibility for its upkeep, because letting things get this far before doing anything about it seems a bit poor.

Absolutely not, the landowner is a victim of crime.
Most of the fly-tipping is dodgy "clearance" firms / organised crime gangs charging unsuspecting / dumb / or "don't give a feck just want rid" punters to remove rubbish and then illegally fly-tipping it rather than paying to dispose of it properly.

A relatively small proportion is actual householders chucking stuff away themselves.

The motorbike that has been there for well over a year is still there
That had to be reported to the Police as it is a motor Vehicle

Anyone see Channel 4 news last night?

They were interviewing a barrister who's being threatened by the Environment Agency with legal action for organising working parties of volunteers to remove the fly tipped waste from the River Roding.

When I scrapped my car it had been stood on the drive unused for 9 years, and the brakes were rusted up solid. The scrap man's solution to that was to go around the car braying each wheel in turn with a sledge hammer until they freed. Remind me not to buy any wheel, hub, brake or suspension parts from a breaker's yard.....

I've had asbestos taken for free by the council. They told me to double wrap it in polythene, mark it 'asbestos', and then gave me an appointment to leave it at the front of the house for collection. They even left a certificate confirming I'd disposed of it correctly. It's only allowed for a limited quantity though, about enough for an old asbestos cold water tank IIRC. My garage roof's asbestos, I don't think they'd take that lot.

Depending on where you live, a local farmer might take it. I wanted rid of an old double garage a few years back, was quoted a ridicules price due to the asbestos roof. I was chatting in the pub one night about it and they said that one of the farmers had been on about wanting sheets to repair his barn. He popped round a few days latter, and said if he removed the sheets could he have them, he also asked what was happening to the bricks as his son was building a house and wanted some bricks. over the next week they removed the roof and dismantled the garage brick by brick, they even removed the hard standing for me with their digger.

I doubt that was legal. I don't think you are allowed to use asbestos sheeting any more, even to replace existing panels.

It does depend on which council you're dealing with though. My Dad used to own two fields, between which was a public bridle way. It was a popular spot for fly tippers. For as long as I can remember, he was always told that maintenance of the bridle way and therefore the tipping site was his responsibility to clear up. It was not until about 6 years ago that I told him to challenge this, and ask where it was written down that he's responsible for clearing up fly tipping. As if by magic, they then decided that they'd have to do it. And this was in Dartmoor National Park, not an inner city estate.

I'd be very surprised if anyone had any help or reimbursement for clearing fly tipped waste on their own land. That's why you see a lot of straw bales and huge rocks in front of open areas, to try and prevent vans tipping there, as when it's on you own land it's basically your problem

Yes sorry my point was legally yes it is the landowner problem, although morally this is manifestly unfair.
