I understand your frustration, but you should have a good shout at them at the time and then let it go. It's a waste of time and energy trying to follow up on incidents like this.
Private drivers you can do nothing, commercial drivers you can contact the company and name and shame on YouTube/Twitter.
London Roadsafe I have no idea if they are any good, I see a lot of videos marked as "letter sent to Roadsafe" but with no follow up I have no idea what happens.
The best way is to contact the Police and they should then be able to contact the relevant licencing authorities in Germany and then prosecute the driver under the EU cross-border enforcement directive.
