It is. I've got two Basso road frames (mid 1990s Loto and 2003 ZerK), both of them are really well made.

If needed I could provide a used pair.

Your comment on Basso frames is encouraging. Are they generally Cro-Mo steel or basic Carbon steel? This could be a big deciding factor.

I've been told that Cro-Mo steel makes a light "ping" when flicked, whereas Carbon Steel makes a duller "dink" sound. This seems to be the case but locally no-one seems to have heard of it.

It's not so much the different steel that makes the ding but that 531 cro mo etc is strong so can be butted, this thins the tube in the middle which gives you the ping noise!

If you get 853 its even thinner but more easily dented.

I'll make some photographs tomorrow and send it to you so that you can decide whether the levers are good enough for you.

All steel frames from Basso I know are made of CrMo steel, mostly Columbus tube sets: Cromor and higher sets like SL and SLX.
Could you please make a photograph of the sticker on the seat tube, just below the top tube? That could be helpful.
