So a factory owner in the Far East gets the labour and the materials in and sets up to manufacture an order for Fred Perry. The job is done and he's got some extra left over and a bit of spare time so why not turn out a few thousand extras with almost the same badge and flog them on the quiet? I'm sure it happens in manufacturing all over the world; manufacturing is so cheap to do that there's lower grade stock and ends of lines and rejects of just about anything you want, floating around.

A lot of my posher stuff comes from Goodwill, a chain of thrift stores selling second hand. I got a very nice labeled British Tweed Sport Coat that fit me perfectly, then noticed the outer maker's ribbons were still on it, so never worn. $4.00.
