I was just about to suggest spraying WD40 into it but I see you've washed it in petrol and then relubed so that should be good to go. This happens when old grease and dirt gunges up and sticks the pawls.

What you've done so far will probably fix it..probably to the point you can forget thinking about replacing it.
There's only two small pawls (ratchets) inside, held in place by a retaining ring. There's so little to go wrong, it probably was just gunked up.

You can get into them, but your method i'd have thought would suffice quite adequately.
