No. That period covers the Second Empire under Napoleon III (1852 - 1870 ish), the Franco Prussian War (which obviously they lost) and the first twenty odd years of the Third Republic which lasted until they lost again in 1940 and the imposition of the collaborative Vichy Government.

The term 'fin de siecle' is used for the end of the 19th century, so this would cover the latter years of your timespan.
