Front rack difficulties - any advice?

We need a front rack for the tandem.

I've a nice Tortec one, but it seems impossible to fit without fouling the QR lever - see pic.

I think you can get skewers which fasten with allen bolts? Which would solve the problem.

Any other ideas? Is this because of the braze on position on the tandem fork, or would a different rack likely solve the problem?

Never seen such a weird construction. It looks like a mock up that went through 5 redesigns that didn't address the problems.

What happens if you turn it 180? Does it foul somewhere else or tilt too much?

It's completely stuck behind the diagonal strut at 180.

I think this is what I need, certainly cheaper than another rack...

If you're bent on using that rack, use the other fixing hole at the bottom, and make a plate to connnect the braze-on to the three-holed disc at the top.
