That sort of gel is merely a closed -cell solid foam, not a liquid gel. Never say never, but it would be a daft security guard who couldn't tell and confiscated it. They'd probably be mercilessly mocked by their colleagues!

Gel foam is an entirely different substance than like a toothpaste gel. Would they confiscate your Dr. Scholls shoe inserts? Nope, you are totally fine and they are, in fact, a solid.
