I am working with a local community group to spec out some cycling routes. Ideally we would like to use some sort of free mapping GIS with a street map base layer that we can mark up and annotate. Any ideas?
QGIS is clunky and unintuitive with a very steep learning curve, but it is free and quite powerful once mastered.QGIS. Easily the best free software that will do what you need. However, it does sound like your use case is so simple that you can use Google Maps.
If the request was not for free, then I would have gone with ArcGIS, but the request was free so I went with free. Also, Arc is not the be all and end all, QGIS is actually better in some areas.QGIS is clunky and unintuitive with a very steep learning curve, but it is free and quite powerful once mastered.
ESRI Arc is far better, and far more costly, and my daily GIS of choice
