The tyres should have minimum and maximum pressure amounts on them.

Judging by your riding position I'd keep the rear as is and just lower the front a tad.

The only problem is likely to be a sharp bump which may result in a snakebite puncture -try pushing the front wheel into a kerb and see how close it gets to the rim.

Unless you're very heavy 100psi in 28mm tyres is quite high. Your riding position (high bars) will put most of your weight on the back of the bike so the front tyre can be at a lower pressure than the back. I think you could go for lower pressures without risking more punctures.
