Quick check list
Hold the front brake and rock the bike forwards and backwards. Any clunks or movement and its the headset or forks.
Are the gears precise and do they slip.
Pick the bike up and spin the wheels, You will see them move side to side if they are not true.
Get hold of the wheel and move it let to right to see if there is any play in the bearings.

For £100 I'd take a punt. You will sell it for that if you don't like or ride it. Don't buy it and think about profit. But it for what it is knowing you can sell it back on for that and not suffer a loss.

As for the puncture it may just pump up due to it being stood for a couple of years in his shed. Or at least hold enough pressure for a quick spin round the block.
