To be honest I think you will struggle to get anything larger than 28s under the brake calipers. Also making the forks too big will change the geometry and therefore handling of the bike. Having said that, it does look like the pads are well down in your brakes so if you get a similar axle-crown fork with a wider profile then I think 28s should be able to fit.

What you could end up with, by fitting a tall fork with a lot of rake into a bike designed for a short & straighter fork, is a bike with a very short trail - which will be terrifically sketchy to ride. I an extreme case - such as fitting the fork off a Dutch cruiser to a steep headed track bike you could end up with zero or even negative trail - like backwards castor. Which would be very unpleasant indeed.

I *think* the opposite is true. Fitting a longer fork with more rake will make the bike less sketchy. It will be more stable but slower to turn.

A slack head fitted with a straightish fork delivers lots of castor, too much caster makes a front wheel which wants to fall away from straight ahead and floppy at low speed.
A steep head fitted with a fork with a lot of offset gives a front end with not enough caster, zero caster or even negative caster. No wheel flop but poor stability at speed. Or potentially even dangerously unstable.
