The US fishing rod holder is an option, but there is a simple U lock bracket called the UGH from ABUS

Fits to the rack and then holds the U lock in place

Designed for the weight of a U lock a rod should not have any issues
 
The other option more often used for crutches is a piece of PVC tubing with an end cap

This can then be fitted to the rack quickly and easily using a "P clip" , "U clip", or a piece of metal strip

Depending on clearance and the size of the tubing used, this can fit between rack and wheel enabling full use of panniers

Take up fly fishing. Not much kit required, 3 and 4 part rods readily available. As @Hugh Manatee says, a waistcoat or a small bag is all that's required .... And a hip flask :-)
Just take the flask !!!
Seriously strap the rod to the crossbar wind can make it a hell of a pain over your shoulder. When I used to go fishing I one day actually did a check to find what I REALLY needed and it wasn't much - just dump the stuff you don't need. Fasten the rod to the bar with either velcro straps or the old fashioned toe-clip type straps, no need for fancy clips [the Americans just love gadgets]
