Wear a good quality outer - wind proof, but very thin and close fitting. Under neath anything from t-shirts to woollen jumpers. Non expensive, from Primark, Asda etc.
Wouldn't wear a rain jacket though, unless it's wet. They just make you sweat.

Also also keep my knees covered with leg warmers or fleece tights.

For commuter duties, merino wool base layer from Aldi, just washing machine fodder good for 2-3 years of daily abuse. The good thing about merino wool it does not stink after a prolonged period of use making them a little bit more socially friendly.

Audax and longer distance adventures merino wool from IceBreaker , I also like Helly Hanson base layers, standard kit when I was was taking the Queens shilling.

However B'TWIN Aerofir 700 L/S cycling base layer from Decathlon may be worth considering at £4.99 if funds are limited.

I find merino is excellent until I start to sweat. It then becomes unbearably itchy to me. In cold weather I wear a cheap Lidl polyester base next to my skin with the merino over it.

I wear Canterbury cold gear base layer.
Mr M wears these for winter golf as well as cycling and walking.
They're good quality, wash well and dry quickly.
They're around £30 each but I buy mine online now for around half price
Can also get warm gear, supposed to keep you cooler in hot weather, not tried them though.

Wicking materials such as polyester or poly-cotton mix can be had at any outdoors/sports shop. You don't need cycling specific jerseys for winter use, for a start, the rear pockets are un-usable beneath all the layers and stacking all those pockets becomes uncomfortable.
Try a polyester T shirt.
Outer layer should be well vented because breathable waterproofs never are. Only wear a waterproof when it is raining. If it is just cold, use a windproof which is cheaper and more breathable.
For midlayers, one or 2 light fleeces will take you down to cold winter's day.

thanks everyone aldi here i come.
Though not as good as their merino stuff aldi also, now and again, do light pretty breathable synthetic base layers. They work pretty well. Part of their chilly room nightime attire range i think. Who would have thought that vests and longjohns would reappear. The future is the past, thank you thatcher and blair ....

I currently wear a light under armor base layer that i bought for £14 each. Seems to do the job for now. I do have Canterbury cold gear base layers that i will wear when temps get barely above freezing. You can the the under armor ones from wiggle. Amazon might charge a little more but ive had 4 and they have been washed regularly since i wear them under my work clothes

these under armor sleeveless base layers are the ones i bought.

The price has gone for £13.20 to £17 now (check amazon, Amazon had them for the same price but they too put their prices up, thats why i bought from wiggle) -- Purchased about 3-4 months ago when it was just starting to 'summer up' Its only a summer base layer though so its quite light. but if you wear a jersey on top with a gilet it should be absolutely fine for slightly chilly mornings or evenings. I head out the exact same way, but I leave my gilet in my backpack as i get too warm.
