I don't think you seem to understand that we're saying it isn't good to what it should be. If you believe some of the things in the report about it being deliberate and sounds malicious you should be talking near tariff. In that sense your joke about running him over twice and setting fire isn't funny. He more or less did as bad as that anyway.

You can quote cases where they got off lightly till the cows come home, the case of Lord Ahmed (not cyclist related) being the most ridiculous recent example.
