If she was dead, what's the motivation for keeping it a secret? Is there something bad that would happen if it was announced this week but not next? I can't see any advantages and if anyone blabbed (now or in the future) it would be a PR disaster, especially for the new King. Not least if it was known that he was dry eyed after his mother had just died. And dozens would know, at least.
Of course, as entire family are shape-shifting lizards, not crying is readily explained.

This is getting complicated, we need a smart, experienced, level headed civil servent to see though these dramatic changes. Don't suppose you know one who is both feeling a bit upset with the establishment and is looking for a new job?
I might have someone in mind. I think you're right though, it's important we get a bureaucracy established as soon as possible. We can put this chap at the head of it, but I'm not sure what to do if anything untoward should happen to him. Might I suggest that under those circumstances, for the sake of simplicity, his job could just be given to one of his kids or something?

That would seem to be the most logical explanation for "the queen" being a wee bit ill and TMN not being around for a while...

If I remember rightly, they changed the broadcasting plans they'd had for the Queens Mother, after realising that they'd done an overkill (sorry) when it came to the coverage on Princess Diana's death
