How can I merge two separately downloaded GPX files into one?

Out of interest can I ask the purpose of this? Is it to effectively splice two routes together into one longer route?

Example I forgot to charge the Garmin so when it died I recorded the rest of the ride on my phone. Spliced together to make correctly one ride.

I did wonder about this and agree it would be useful. I've done this! I'll be saving the above link.

When the OP spoke of GPX files I immediately thought of a route rather than a ride.

As far as I can tell, gpx files are stored in plain text. You can open it in notepad and just copy/paste the part with the coordinates and times into another gpx file.
