When is an offence not an offence? I don't get this at all.

A Transport for London spokesman said:
"We would rather motorists understood and complied with the rules rather than issue a high number of penalty charge notices.

But what is to compel motorists to understand and comply with rules if they don't get punished for not doing so?

Given the link various studies have shown recently between enforcing traffic law and getting drivers to behave in a civilised way, this is likely to be a bloody disaster for anyone not using the road in some form of motor transport.
 
Once word is out it'll be "just take a left here, nobody gives a f*ck".

I've aleady got a stretch of road on my commute which has "no U turn" signs on it. I've lost count of how many times I've nearly been taken out by drivers who can't be arsed to go the 100 yards up the road to the RAB. Why are they all doing illegal U turns? There's a KFC drive thu. Fat lazy bast*rds.

Seems to be a strange decision to make, I'm sure it will lead to other areas of poor driving being ignored!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

it's like that already, cops do nothing about traffic offences other than speeding or if someone has an accident and is a wrong 'un

Just carry around a copy of the memo the police got sent and do things to obviously get pulled over - if you have any problems show them it :biggrin:
