Round here the council (Hythe and Dibden Parish) and also New Forest District provide red bins for dog waste. Still people either don't clean up or bag it then chuck it in a convenient bush .

I walk dogs for a living and am always astonished by the amount of unpicked poo within sight of a poo bin. Someone round our way covers the poo up with some grass pulled up from the verge. Really hacks me off. We've been known to pick up the poo ourselves as people know we are dog walkers and have asked why we don't pick it up. The short answer being that it wasn't deposited by one of our charges.
There is nothing worse than dog poo right outside your home, especially for non dog owners. As for the poo bags in trees! Don't get me started on that.

A few years back I saw a dog owner waiting for their dog to finish taking a dump. When the deed was done they yanked the dogs tail upwards out of the way, wiped its rear end with a tissue, then walked off leaving turd and soiled tissue discarded on the ground.
