My sympathies for the cyclists family.

However - the cyclist was on the wrong side of the road, and even if everything else was above board it would, sadly, still have happened. Tragic I think.

Sudden deaths are always tragic, but, however bizarre the punishment for the driver in this case, much blame is probably attached to the cyclist for failing to follow the rules of the road, so endangering himself and other road users.

Yes, tragic as it is, my reading of this suggests to me that it could well have happened even if the driver had been accompanied.

Indeed. From the story (if we believe it!)...

According to the article, the driver was completely blameless in causing the accident and the investigation showed he was below the speed limit and could not have avoided the cyclist.

My interpretation is that he was successfully prosecuted for the driving offences but, whether or not he was licensed and insured, his status as a driver was not a factor in the sad death.
