You could use GT85, there are worse cleaners for sure. A degreaser is the very best cleaner though, I use Fenwick's but only because I bought a big tub of it years ago and I only use a little bit at a time (hence there's about a litre left still), but any old degreaser will do the same job.

Can it work as a chain lube also?

No. Use it to get the chain (a bit) cleaner and then use an appropriate chain oil; and wipe.
