The page was advertised via Halfords twitter account. The way it presented itself suggested some sort of huge push to promote a sector which, let's be honest, is pretty well served. Having now realised they have reorganised their site for men and women, it makes more sense.

To be fair it marks a departure from their usual "watch our video of cycling families causing the deaths of themselves and everyone else" offerings that you get on the telly!

Gerard Vroomen had an excellent article on the Cervelo site a bit ago arguing that cyclists, regardless of sex, would be better served by retailers & manufacturers selling them bikes that fit, rather than assuming particular ratios of reach/torso length/leg length apply universally to males & females.

So maybe it doesn't make that much sense, in some ways.
