With the technology available, yes. Anthrax spores would have been better, but the delivery mechanisms weren't there.

Anthrax wasn't known as 'woolsorter's disease' for nothing! It's been around as long as humans have been keeping sheep and cattle. So an infected sheep could have been the 'delivery mechanism', albeit slow-acting (the mind boggleth). Actually Catesby probably wanted a quick fix, hence the powder and Mr Fawkes.

The only reason they didn't get away with it was that they tried to tip off the Catholic MPs by sending an anonymous note to one of them who promptly gave them away. Apparently there was enough gunpowder (about 10 000 lbs) to blow the Houses of Parliament, Westminster Abbey and an awful lot else to rubble.
