Someone's replaced the alloy forks with carbon ones, without cutting down the steerer tube. They've then stacked a steerer extender on top: http://www.parker-international.co....rrer=froogle&gclid=CLuR-YbTwbkCFebJtAodPRMApA. All of that gives a very upright riding position - presumably specifically for the seller.
The carbon fork doesn't have the necessary fixings for the front cantilever - hence the Ultegra brake. IIRC running road brakes through mountain bike levers is undesirable but not unsafe.
