Yes, that's steep for Cheshire, but Ffordd Pen Llech, in the town of Harlech, has a gradient of 37.45%.

Very tempted to have a go of this on the Cross Bike. Out to Higher Poynton, Blaze, Windgather, then turn off at Jenkins Chapel for this. Got the gears for it.

Gas Hill, Norwich is about the steepest I know of locally. 25% at the top supposedly. Seems there’s been some ‘races’ there too:
