I can only assume this means a boss that is perched up at management level but hasn't got a clue what to do? In which case, yes I've had a few. They don't often last long until senior management gets tired of them flapping their arms, so makes their life so miserable that they hand in their notice!
My present boss has obviously achieved her position through hard work and dedication...

A 'Post Turtle' is a thing where you know what it is and where it is but you have absolutely no idea how it got there!

It does remind me of the time my wife reversed our Mk3 Cortina up on to a bollard on the the local Calmac pier. Fortunately we still had stevedores then who lifted the thing off.
