i had to pay for my suitcase to be returned to me when i arrived in Beruit by ferry in the mid the 80's !

and then i could only get my passport back when i was boarding the ferry back to Cyprus 2 weeks later

Yep, a cash payment in US dollars greatly facilitated my transition from Cambodia to Laos. Oh, and I was once obliged to make a "donation" to Maoist terrorists in Nepal, for which they were kind enough to provide me with a receipt.
