On my ride today I saw a flash looking road bike with solid - or at least filled in - wheels.

We passed in opposite directions, but it may have had those forward pointing (tricross?) handlebars.

Those wheels would worry me in a cross wind, so are they meant to be used outdoors?

And what sort of bike would it likely have been?

Must have been a Time Trial bike. Designed for out and out straight line speed and apparently a pig to ride.

Thanks smokeysmoo, that was it, although I think the one I saw had both wheels filled in.

I believe it was also the same make as the one in your pic.

A good example of the range of wheels can be found in the TdF. They use 3 sets (not at once). One is designed for strength and is used on the hills, another has a deeper rim which is for sidewinds and a mixture of hills and flats, and the third set are for straight line speed and when there isnt a sidewind.
