You can do it for now by removing the top cap altogether, then pushing down on the stem while tightening the pinch bolts. It will look a bit silly without a top cap though.

You might get it a little tighter but you won't get tension needed to do it correctly. Op wait till you have a spacer and do it right.

Wouldn't putting the spacer above the stem ensure this and have the added benefit of not lifting the stem up?

There is no visible tube for the spacer to go on. It can only go under the stem

Weeellll..... the top cap is only required, in terms of function, to provide the preload prior to tightening the stem bolts. Thereafter it's mechanically redundant isn't it, though obviously rather better for aesthetics and perhaps reassuring in some spurious manner?

Is it really worth that for the sake of a 3mm spacer. It's going to make no difference to how the bike feels.
