It helps if you apply your body weight to the leverage to dislodge a stuck cassette locking ring. Even with shorter cassette tool and whip arms I have had good success, just get the cassette tool and whip parallel with the floor, stabilise the wheel against the floor and heave down with your full body weight. A nice long tool will make life much easier though.
